A meeting of the Committee for Allocation of Quota of Controlled Substances was held on Wednesday, 7th November, 2018 in the Ministry of Narcotics Control (MNC) chaired by the Secretary, MNC being the Chairman of the said Committee. Representatives of MNC, Drug Regulatory Authority of Pakistan (DRAP) and Anti Narcotics Force (ANF) also participated in the meeting. The meeting aimed to finalize and approve the SOPs for allocation of quota of controlled substance which are used in the manufacture/import of essential/life saving drugs. Representatives of Pharma associations including Pharma Bureau (PB) and Pakistan Pharmaceutical Manufacturers Associations (PPMA) also participated in the meeting.
2. The representatives of PB and PPMA highlighted their concerns and explained their point of view on the revised SOPs. DRAP representatives explained the salient features of newly revised SOPs which shall facilitate the Pharma industry as well as needy patients. The SOPs shall also be a tool for eliminating the discretionary powers and helpful in expediting export procedures of controlled medicines. The chairman of the Committee also emphasized that improvement of procedures is a continuous process and these SOPs should be reviewed periodically for further improvements. This revision in SOPs is being done in order to not only facilitate the industry but also keeping in view regulatory concerns.
3. The Pharma Industry representatives appreciated the efforts of MNC, DRAP and ANF for listening to their point of view and redressing their concerns. The Secretary, MNC while concluding ensured to substantially improve and further streamline the procedures for approval of allocation of controlled substances which would definitely benefit the society for availability of controlled drugs in the market.
